A CODE OF CONDUCT FOR OUTER SPACE AND MARS

Abstract

 

An international legal framework is required as earth citizens commence the launching of platforms in space and travel to asteroids and planets such as Mars. A well-informed working relationship must be established between governments and civil society to ensure the next phase of responsible explorations and eventually life in outer space.

In a 2008 response to policy questionnaire for the Council for a Livable World, the then Senator Barack Obama stated: Ò A treaty that increases space security is a good idea but is likely to take a long time to negotiate. There is a simpler and quicker way to go: a Code of Conduct for responsible space-faring nations.Ó We are proposing outer space development based on both advancements and cooperation, in order to establish a fair and legal agenda through the establishment of an officially recognized and accepted Òcode of conduct.Ó As we begin our experience as a space-faring civilization, this paper provides an overview of the requirements for such a Code of Conduct in order to begin this endeavor.
